Per seat, with no minimum. You pay for your active users, or for extra seats you buy ahead of need, whichever is greater. Alias mailboxes are never billed, seat increases are prorated immediately, and downgrading never deletes anything.

A one-person workspace can choose Starter, Growth or Enterprise, exactly like an organization.

Google Workspace signatures are written to each mailbox through the Gmail API. On Microsoft 365 the Outlook add-in is included on every plan; server-side deployment through an Exchange transport rule is on Growth and above, so you can try it in the Growth trial. The Starter plan and its trial use the Outlook add-in.
